Open-world adventure RPG Wuthering Waves has entered its next phase. After the Rinascita region was introduced in early January, players can now dive deeper into parts unknown, all while undertaking a plethora of refreshing activities. Naturally, new characters are set to join the roster—provided that you get lucky with your Convene pulls, that is. And if you need to know what pulls and other terms mean, read our guide to gacha games.

Our Wuthering Waves version 2.1 guide discusses everything you need to know about the latest chapter: Waves Sing, and the Cerulean Bird Calls. We have several tips regarding new 5-star Resonators Phoebe and Brant, as well as main quests, endgame activities, the fishing minigame event, and more.

New Resonator: Phoebe

Phoebe is a 5-star Resonator who wields rectifier weapons in battle. An Acolyte of the Order of the Deep, she uses the Spectro element to rain searing holy light on her foes.

Phoebe can fill a main DPS or sub-DPS role. What makes Phoebe unique is that she’s the only character aside from the Rover who can use the Spectro Frazzle damage-over-time (DOT) mechanic. This causes afflicted enemies to take damage periodically based on the number of stacks.

The above can be utilized through her Radiant Invocation Forte Circuit, where she slowly accumulates a resource called Prayer. You can then decide on how to unleash this ability via two mutually exclusive states:
  • Absolution state - If you hold down the attack button, Phoebe enters the Absolution state. This applies only a single stack of the Spectro Frazzle DOT debuff on your foes, though it also greatly boosts Phoebe’s heavy attack damage.
  • Confession state - If you hold down the skill button, Phoebe enters the Confession state. While her heavy attacks don’t hit quite as hard compared to her Absolution state, her moves apply more stacks of Spectro Frazzle.
Basically, Phoebe acts as a main DPS fighter when in her Absolution state due to stronger heavy attack blows. However, if you opt for her Confession state, then she becomes more viable as a sub-DPS combatant that you can swap out often, since the health of your foes dwindles faster thanks to multiple Spectro Frazzle stacks.

Furthermore, Phoebe’s attacks are altered depending on where she’s standing while her Resonance Skill is active. When cast, a Ring of Mirrors appears on the ground, which then immobilizes hostiles within its radius. It behaves as follows:
  • If Phoebe is outside the ring, her attacks group enemies closer together, making her a decent option for crowd-control.
  • If Phoebe is inside the ring, her attacks deal more damage instead.
  • Phoebe can also teleport inside the ring if you press the skill button again after casting.

New Resonator: Brant

Brant will become available with his own Convene banner during the second half of the Wuthering Waves version 2.1 update. This sword-wielding captain of the Troupe of Fools blasts opponents with scorching Fusion flame.

Brant can fill a sub-DPS and enhancer/support role. His playstyle involves utilizing his blindingly fast normal attacks and acrobatic moves where he swings around the battlefield. His Outro Skill grants bonus Fusion element damage and Resonance Skill damage to the next party member that you switch to. This makes him ideal for team compositions that have a Fusion-based main DPS fighter, such as Encore or Changli.

Additionally, Brant can heal teammates through the following abilities:
  • Forte Circuit: Ocean Odyssey - Amass Bravo resource via normal attacks, as well as Resonance Skill and Intro Skill usage. Party members are healed when you have 25, 50, 75, and 100 Bravo.
  • Resonance Liberation: To the Horizon - Deals Fusion damage to all enemies and heals all teammates before entering the buffed Aflame state.

New weapons

Version 2.1 also adds more weapons, including:
  • Rectifier: Luminous Hymn
    • Best-in-slot weapon for Phoebe.
    • Stats: 500 ATK and 36% crit rate at level 90.
    • Perk: Homebuilder’s Anthem - Increases ATK by 12%. Basic attacks and heavy attacks gain a 14% bonus when Spectro Frazzle deals damage to enemies, stacking up to three times. Using your Outro Skill also amplifies Spectro Frazzle damage by 30%.
  • Sword: Unflickering Valor
    • Best-in-slot weapon for Brant.
    • Stats: 412 ATK and 77% energy regen at level 90.
    • Perk: Laughter Prevails - Increases crit rate by 8%. Casting your Resonance Liberation ultimate gives a 24% basic attack damage bonus for 10 seconds. Dealing damage with a basic attack also grants another 24% bonus that lasts for four seconds.

New endgame activity: Whimpering Wastes

Whimpering Wastes is an endgame activity added as part of the Wuthering Waves version 2.1 update. You need to reach Union Level 30 and complete the “Ocean Is a Soul’s Rest” quest to access it.

The activity requires you to create two teams to tackle separate phases of a challenge. As you progress, you unlock and use tokens that provide unique effects. Here are some examples:
  • Worn Tokens grant buffs to a particular elemental damage type.
  • Drifting Tokens are akin to flags that increase stats like critical damage.
  • There are also high-tier Golden Tokens that bestow more powerful effects.
Whimpering Wastes has three sets of challenge gauntlets that become progressively tougher: Forbidden Waters, Respawning Waters - Chasm, and Respawning Waters - Torrents. You can obtain one-time rewards from Forbidden Waters bouts, while the Respawning Waters battles reset periodically.

New quest and area: Silent as a Falling Leaf and the Vault Underground

“Silent as a Falling Leaf” is an important quest that you should tackle as part of the version 2.1 update. It involves heading deep below the Averardo Bank, which leads you to the Vault Underground area. Assisted by Zani, the Rover eventually meets up with Phoebe and rides Echo Trains to the dark recesses of the vault.

New minigame event and area: Old Man and the Whale and the Riccioli Islands

After completing “Silent as a Falling Leaf,” you can tackle another quest called “Set Sail! Pro Angler!” This takes you to the Riccioli Islands, where you partake in the Wuthering Waves fishing minigame/event known as Old Man and the Whale.

Here are some tips to help you with this activity:
  • The goal is to sail aboard your Echo Gondola while looking for fishing locations. The minigame itself involves pressing Space when the meter hits the “sweet spot”—i.e., the orange or yellow segments of the circular gauge.
  • The fish you catch can be placed in the boat’s storage. Due to limited space, you need to rotate items so that everything fits.
  • You can deliver your catch back at the pier. Doing so nets you rewards, including Riccioli Fishery Coins and various upgrade materials.
  • Your ship Rachel has low durability, represented by heart icons. It’s imperative that you avoid hazards like tornados and Ghost Medusas while navigating treacherous waters. If your ship’s health is fully depleted, you’re automatically sent back to the docks and you lose all the fish you’ve caught.

Echo Gondola upgrades and event rewards

As you successfully deliver your haul, you acquire more materials that can be used to unlock upgrades. Here are some examples:
  • Wonder Bubble - Enables automatic fishing when you interact with the Wonder Bubble.
  • Sweet Puff Tube - Blast fishing spots within range to grant catches immediately.
  • Bait - Create a fishing spot that improves the quantity and quality of your catch.
  • Utilities - Multiple upgrades that increase durability, cargo space, sailing speed, and fishing progress speed.
Moreover, key items like guidebooks and scriptures allow you to unlock character perks. For instance, the Rover can earn more Riccioli Fishery Coins and materials. Phoebe, meanwhile, grants an extra request slot for deliveries, as well as an improved chance to catch mutants.

The Old Man and the Whale fishing event also has numerous rewards that are up for grabs:
  • Limited-time rewards - Refer to completed quests, caught sea creatures, and unlocked upgrades.
  • Limited-time shop - Lets you purchase Astrite, character XP boosts, weapon XP boosts, and more using the Nameless Coin currency.
  • Chanty Bounty - This panel denotes overall progression via fame, trophies, and entries in your index.
Note that the Old Man and the Whale event lasts until March 26. Once it ends, the limited-time rewards and shop will no longer be available. However, the activity will become a permanent event, so you can continue to acquire Chanty Bounty goodies.

That does it for our Wuthering Waves version 2.1 guide. Apart from new Resonators, events, and locations, you can also look forward to other content, such as Brant’s character quest, Tactical Simulacra and Infinite Battle Simulation bouts, several Echo enemies, various quality-of-life improvements, and more.

Those who would like to explore Rinascita and its nearby regions should pick up Wuthering Waves, which is free-to-play on the Epic Games Store.
