Players can only purchase extra in-game currency, which can also be earned through normal gameplay. This currency is used to unlock cosmetics and to bid for preferred countries in multiplayer, but doesn't provide any gameplay advantage during the game.

Yes. All in-app purchases are completely optional. The game can be played in full and currency can also be earned by playing.
